<p>Fishing vessel accidents pose a challenge for both Japan and Vietnam. However, the differences in fishing vessel regulations between these two countries and the International Maritime Organization can be a barrier to improving their safety requirements. This study focuses on comparing the safety of Japanese and Vietnamese purse seiners in operation. A general comparison of principal parameters of Japanese and Vietnamese purse seiners is provided, followed by a comparison of the stability regulations for fishing vessels in Vietnam and Japan to determine any differences in safety requirements. Experimental investigations were then conducted to evaluate the seakeeping performance of Japanese purse seiners 199GT, 135GT, and Vietnamese MC11, including an analysis of their intact stability under the influence of fishing gear load and back rowing force.</p><p>The results show that the 135GT has less stability compared to the 199GT and the Vietnamese MC11, while the MC11 does not meet operability criteria even in average weather conditions. Additionally, differences in fishing methods between Japanese and Vietnamese purse seiners impact the vessel's heel angle and roll amplitude.</p>

<p> In this study, the stability and operability of Japanese and Vietnamese purse seiners are analyzed. Three purse seiners (135GT, 199GT, and VNM) were tested through a series of experiments involving transient waves to determine their transfer functions and capsize experiments in irregular waves with fishing gear load.</p><p> A stability limiting boundary was developed to assess the risk of capsizing based on operability calculations and determine the maximum significant wave height at which the vessel can safely operate. The stability limiting boundary take into account the effect of fishing gear load and back rowing forces, as well as the direction of the wave. This stability limiting boundary can be used by fishermen to predict the wave conditions under which their vessels can operate safely. The relationship between the operability limiting boundary and the stability limiting boundary is presented. The study also compares the risk of capsizing in traditional and Japanese-style fishing methods.</p><p> Results show that 135GT is less stable compared to the other two ships, while the Vietnamese purse seiner VNM has good stability but poor operability, even in average weather conditions.</p>

<p>Floating LNG (FLNG) is a new type of offshore platform for production, liquefaction, storage and offloading of natural gas. The offloading process of liquefied natural gas (LNG) will use cryogenic loading arms between FLNG and LNG carrier in side-by-side arrangement. The loading arm has many track records in LNG terminals. However, environmental condition of offshore gas field is severer than those of ports. Unexpected large ship motions may occur and affect the offloading operability.</p><p>In this paper, the results of the operability assessment for the side-by-side offloading are presented. First, ship motions with liquid cargo in tanks and the free water surface motion in the narrow gap between two vessels are studied by numerical calculation in frequency domain and verified by model test. Then, the limits of environmental conditions for offloading operation are examined by the results of numerical calculation using the criteria for side-by-side offloading. Finally, offloading operability of FLNG and LNG carrier arranged side-by-side in Brazilian sea is evaluated.</p>

飛行船は風に弱いという短所がある。特に係留時においては機体の向きを風向きに合わせる必要があるため、必要以上に広大な係留地が必要となってしまう。このような問題を解決するため、従来の紡錘型形状ではなくトーラス型形状の飛行船の実現性について検討するため、実験水槽空間を利用した模型実験を実施した。
