<p>This study compared the cases of expulsion from Latin American countries experienced by the United States Peace Corps (hereafter, Peace Corps), a government sponsored volunteer agency. The investigation period was set from 1971 to 1981, when the Peace Corps withdrew the most from the Latin American region, and it investigated five selected countries (Bolivia, Peru, Panama, Brazil, and Guyana) that the Peace Corps was asked to leave from host countries. The study compared the situations in these five countries when expulsions occurred, and it explored (1) what was the background of expulsion of the Peace Corps, and (2) how the United States perceived the expulsion of the Peace Corps. The study mainly used letters and newspaper articles, Peace Corps internal documents as well as telegrams including materials declassified under the author's request from the National Archives and Records Administration and LBJ Presidential Library. The results showed a common trend among the host countries that expelled the Peace Corps, that those host countries' governments were implementing policies against the will of the United States, and those governments were in a period of expansion of multilateral economic and diplomatic relations including communist countries. In addition, the rise of international anti-American movements in the 1960s and 1970s made it easier to expel the Peace Corps. On the other hand, as for the United States, it became clear that even if the diplomatic relations between the two countries were not good, they tended not to make decisions to withdraw volunteers by themselves. The result of the study showed how both host countries and the US sides utilized international volunteer program for constructing their own image and appealing its own political position towards international community.</p>

政府系国際ボランティア組織である平和部隊（Peace Corps）は、ジョン・F・ケネディ大統領によって創設されて以来、半世紀以上にわたり、市民参加型の国際ボランティア事業を牽引してきた。本研究では、1965年にドミニカ共和国で起こった4月革命、それに続く米国海兵隊の軍事侵攻下における平和部隊のボランティア（以下、隊員）の経験に焦点を当てた。本研究ノートでは、隊員の証言、機関内書簡、電報などの一時史料に加え、先行研究や新聞報道記事を用い、当時の隊員たちの状況や退避をめぐる議論、ソフトパワーのエージェントとして、国際ボランティアである隊員たちに課せられた役割とその限界点について分析した。

<p>The Peace Corps, a governmental agency founded in 1961, has sent more than 230,000 US citizens to volunteer all over the world. Since the agency began in the middle of the Cold War, it has been stigmatized as US Imperialism in some countries. In its first decade of operations, the Peace Corps was expelled from eleven host countries, including Bolivia, due to rising anti-American sentiment. In case of Bolivia, scholars link the expulsion to the country's opposition to US policy and political tension due to the Peace Corps' population control efforts. Public opinion there was strongly influenced by the political left-wing groups at that time. The academic literature has focused on the reasons behind the ejection of the program from Bolivia and has rarely examined the safety and security issues of volunteers. As a result, this paper aims to explore the experience of Peace Corps volunteers and its office in Bolivia from the period when sentiment began to turn against the agency to the evacuation of volunteers and closure of the program office. The research analyzes data collected at the National Archives and Records Administration in Maryland, USA and mainly relies on official documents, telegrams, memos and program evaluations of the Peace Corps. The example of Bolivia demonstrates that international governmental volunteers who work in countries with significant anti-American sentiment face higher risks of violence, including attacks by mobs. The study concluded that the Peace Corps must prioritize the safety and security management of its volunteers who work under these challenging conditions.</p>
