<p>This study analyzes building development trends from 2008 in the expected flood inundation areas of the Kanto region. The aim is to identify areas with high flood risks and the types of buildings proliferating in these areas, to examine future development management within these areas. The analysis shows a significant increase in the number of buildings within these flood-prone areas, particularly in Saitama Prefecture and Tokyo, between 2008 and 2022. Through cluster analysis based on the characteristics of the areas and the buildings increasing there, nine clusters were identified. Notably, areas where low-rise houses are proliferating despite being entirely in areas, or where low to mid-rise homes have significantly increased with potential flood depths of over three meters, face heightened flood damage risks.</p>

<p>This study aims to examine the preparedness for disasters, intended places to shelter after a major earthquake in Tokyo’s 23 wards, segmented by housing types, and factors influencing the choice of a shelter. An online survey of 2,100 individuals revealed that approximately 60% had a three-day stockpile of water and food, yet only 28% were similarly prepared with toilet facilities. If their homes were undamaged by a major earthquake, about 75% preferred to shelter at home, while only 16% would consider moving to designated shelters. The study found that the inclination to shelter at home increased with fewer household members, more family members over 65, higher income, having housing ownership rather than rental, living in apartment house, newer buildings, and having more food supplies. These results indicate a higher need for shelters in areas with more renters, detached houses, and lower-income populations.</p>

<p>The concepts of the x-minute city and compact city both emphasize proximity between residences and urban service facilities, but they differ in approach: the x-minute city aims to expand the range of these facilities, while the compact city seeks to shrink it. A case study in Niigata City, Japan, examined whether Japan's compact city policy could achieve urban sustainability and high quality of life, as the x-minute city aspires to. The study found that currently, about 70% of Niigata's population can access necessary facilities within a 15-minute walk, though access to cultural and sports facilities remains limited. Future projections indicate a decline in this proportion in 2050, despite potential improvements due to the location optimization plan.</p>

<p>Urban redevelopment projects are generally considered to contribute to the formation of compact cities, and from the late 1990s to the mid-2010s, redevelopment projects in local cities were predominantly for residential, public and other uses in order to make the projects profitable, without sufficient evaluation and consideration of the urban benefits of such redevelopment The current situation is that urban plans are being approved without sufficient evaluation and consideration of the effects of the redevelopment on the city. This study focuses on the contribution to the formation of compact cities and aims to clarify the extent to which urban redevelopment projects with high-rise residential buildings in local core cities actually contribute to the formation of compact cities. Based on a total of ten evaluation indicators, an assessment of each urban redevelopment project reveals that the impact of urban redevelopment projects on the formation of compact cities is partial.</p>

This study examines the impact of online food delivery on CO2 emissions and transport intensity in Jakarta, Indonesia, by integrating data from both delivery drivers and customers. A total of 235 delivery instances were analyzed to discern typical distances and patterns inherent in these services. Additionally, insights into the demand side were obtained through customer surveys, yielding 203 valid responses, that included waiting times, costs, and behaviors related to alternative meal acquisition methods. CO2 emissions generated by delivery processes were estimated, utilizing travel distances recorded by drivers. The traffic impact was assessed by calculating the road occupancy of motorcycles used for deliveries. Furthermore, the assessment of CO2 emissions and transport intensity considered hypothetical emission scenarios without such delivery services based on customer indications of their alternative means of meal acquisition. This analysis revealed that frequent short journeys by delivery motorcycles significantly contribute to urban traffic congestion and CO2 emissions, highlighting the environmental and traffic pressures resulting from the rise of food delivery services. Results from the customer survey revealed a profound dependence on these services, indicating that their availability prompts a significant number of additional trips, thereby exacerbating these impacts. The findings suggest recommendations for mitigating these adverse effects, including promoting the use of electric motorcycles for deliveries and managing demand by reassessing delivery fees to reflect the actual environmental costs.

Sustainability of Electronic Three-Wheel Ride‑Hailing Services: A Case Study in Bangkok, Thailand

<p>Ride-hailing, combined with paratransit or electric vehicles, is emerging in developing Asian countries. This study considered case studies of the electric three-wheel (tuk-tuk) ride-hailing service in Bangkok, Thailand and examined its impact on urban sustainability. We analyzed the actual trip data of electric three-wheel ride-hailing provided by the operator and examined transportation efficiency by determining the indicator ratio to complement trains and buses, vehicle-kilometers traveled (VKT), passenger trip distance, and deadheading percentage as 43.8%, 3.60 km, 1.79 km, and 50.4%, respectively. Compared with the estimated route via the most-substituted mode (motorcycle taxi), if a passenger changes the travel mode from motorcycle taxi to electric three-wheel ride-hailing, VKT increases, and deadheading ratio decreases by approximately 2.5% and 8.5%, respectively. The ratio of complementarity of trains and buses, VKT, and deadheading percentage differ with the area; these differences are likely attributed to the land use, size of operation area, station density, and road.</p>

<p>While transit-oriented development (TOD) encourages sustainable travel behavior and reduces vehicle kilometers traveled (VKT), most previous studies have explored the impact of built environment characteristics on travel behavior in developed nations, and little is known about developing economies, particularly in Asian regions such as Pakistan. Our study fills this research gap and examines the impact of TOD attributes on residents’ travel behavior around bus rapid transit (BRT) stations using 426 respondents in Lahore. We employed a multilevel mixed-effect regression model to understand the impact of TOD attributes on VKT. This study concluded that TOD residents are more likely to use BRT, walking, and motorcycles and drive less than transit-adjacent development residents. Moreover, the model results demonstrate that population density, residential density, and land-use diversity were not significantly associated with VKT. Our results suggest that high-density mixed-use development strategies reduce VKT and encourage transit and non-motorized use for sustainable travel behavior.</p>

<p>In recent years, urban redevelopment projects with high-rise condominiums have been undertaken around railway station areas. It is thought that such urban redevelopment projects contribute to forming compact city. However, such urban redevelopment projects have been approved without sufficient evaluation of their impact on the region. Therefore, the purpose of this study is to clarify the impact of such urban redevelopment projects on the formation of compact cities and their effects, and examine the future of urban redevelopment projects around railway station areas. As a result of the study, it is revealed that such urban redevelopment projects do not necessarily lead to the realization of compact cities in all items.</p>

<p>This study aims to clarify the current status of disaster prevention measures by management associations of super-high-rise condominiums and their impact on the disaster preparedness of surrounding areas and to understand the characteristics of super-high-rise condominiums with/without advanced disaster prevention measures. As a result of a questionnaire survey of management associations of condominiums, about 40% of management associations do not have a disaster prevention manual. Furthermore, management associations that stockpile food and drinking water account for about 30% and 50%, respectively. Therefore, it is expected that the disaster response in the surrounding areas will be burdened when a disaster occurs. Furthermore, it became clear that, in general, there are differences in the disaster preparedness of management associations between regions, that there are differences depending on the size of the condominium, and that condominiums built in the latest year tend to be less advanced in disaster preparedness.</p>

<p>This study aims to identify bus commuters’ intention to shift their travel mode to Yangon Circular Railway (YCR) after modernization by the upgrading project. A questionnaire survey to bus commuters was conducted, and the binary logit modeling analyzed the affecting factors on their intention of the modal shift. The result shows that the primary users of the upgraded YCR will be residents of the YCR station area who commute to their workplaces in YCR station areas. Then, the high-density development of residences and workplaces in the station area is highly expected to increase passengers of YCR. Those whose house and workplace is far from bus stops are also more likely to shift to YCR. So, the east and north sides of YCR lines, far from the bus route, will attract more passengers. Also, those who have longer commuting time and are caught in a long traffic jam have a stronger intention for the modal shift. Scenarios about YCR fare and shortened commuting time by the modal shift are developed, and the number of respondents who will shift to the YCR was calculated for each scenario. From the scenario analysis, reducing commuting time for 5-10 minutes greatly impacts the modal shift to the YCR, especially those who need to transfer between YCR and a bus. Then, some measures to reduce the transfer time are expected to encourage their modal shift. In addition, the YCR fare increase also has a significant impact on discouraging the modal shift, especially for those who need to transfer between the YCR and a bus. Therefore, introducing the integrated fare system between the bus and the train is recommended to encourage the modal shift.</p>

<p>This research report six municipalities (Kanazawa, Hirosaki, Fukui, Onomichi, Nagato, and Kamiyama) that have succeeded in mitigating the damage of population decline by keeping the net migration loss as little as possible. These six municipalities vary in their population and their policy to counteract the population decline differ. In some municipalities, non-governmental sector plays more important role than municipal government. In the era of population decline, it is nearly impossible to gain its population by natural birth, however, it is possible to mitigate the population decline by reducing net migration loss or to have net migration gain as verified through these case studies.</p>

<p>This article discusses and observes three case studies on cooperative housing societies of SRS apartments located in (1) Dharavi, (2) Lower Parel, and (3) Chandivali in Mumbai. Mumbai's Slum Rehabilitation Scheme (SRS) apartments need quality building maintenance services to achieve dwellers' high satisfaction. Therefore, in this research, current managerial services and the way to improve management of SRS apartments are discussed. The discussion within the article provides three analytical frameworks of three targeted cooperative societies, guided by recent management activity in consideration of society members' responses. The research utilizes building maintenance services instructed in Maharashtra housing maintenance regulations and an official report published in 2012 to discuss the necessary features that should remain in managerial services. The research found that monitoring by the authority was absent in the three case studies on cooperative societies, resulting in regulatory violence and financial mismanagement in the old SRS apartments. A lack of supervision after apartment allotment by the Slum Rehabilitation Authority (SRA) was observable during discussions and visits. Moreover, no regulation was proposed or added by the SRA to improve the current scenario of management in old SRS apartments. The research revealed that monitoring and supervision after allotment improves the condition of managerial services of SRS apartments. Women's participation affects and improves overall management and maintenance services in SRS apartments without a high maintenance cost.</p>
