Throughout sixty years of theoretical development of stress in Cairene Arabic, the findings in Mitchell (1960) and its successor Langendoen (1968) have been quoted and requoted as the bedrock of every proposal. The prima facie conclusion seems to be that Mitchell has completed the foundation of Cairene stress and scholars need do nothing more than simply accepting it as a dictum. Yet rarely – if not never – has the questions to seek truth been so perfectly answered. Within the dictum of Mitchell states that the stressable domain of a Cairene word is limited to the ultima, the penult, and the antepenult. But a closer reading of Mitchell (1960) itself reveals the existence of pre-antepenultimate stress, and a deeper studying of history uncovers the prevalence of pre-antepenultimate stress in Harrell (1960). Our paper is compelled by these irregularities, as they naturally warrant further investigation. Our investigation will conclude – and the data shall show – that pre-antepenultimate stress is more than just a myth. With the redefined parameters of Cairene stress, we proceed to propose our account couched in Strict CV theory (Lowenstamm 1996; Scheer 2004).

Japan embarked on a new era in immigration when it launched its two new ‘Specified Skill Visas’ on 1 April this year to allow up to 345,000 blue-collar workers into the country in the next five years. Japanese language education for foreign workers living in Japan, which has been left largely up to their employers, is far from sufficient. In reaction, the Japanese Language Education Promotion was enacted on 21 June, 2019 to oblige national and local governments to implement measures to promote and create opportunities for foreigners, including foreign workers, their children and foreign students in Japanese universities, to learn the language.
The speaker will describe the Law and discuss its outlook for implementation and enforcement, such as its possible influence on qualifications for teaching the language, Japanese Language Proficiency Test and the roles of private language schools. -
