La singularité des antilles dans le monde peut s’expliquer par le fait que cet archipel est complètement découpé par les frontières nationaux par chaque passage maritime(détroit). Et cette situation cause de mauvaises communications interinsulaires par des barrières monétaires et frontalières et aggrave des décarages économiques entre des îles et leur arriération économique. La Guadeloupe, un des départements d’outre mer français, est également une telle région des antilles. Son PIB par capita est toujour inférieur à 75 pour cent du moyen de l’Union Européenne avec les autres DOMs. D’autre part, la Guadeloupe est une partie quasiment intégrée dans l’UE depuis la Traité de Rome en 1957. Cependant, les régions insulaires britannique et danoises dont les gouvernements avaient postérieurement participé à l’UE, ont choisi de démeurer hors de l’UE pour maintenir leur autonomie traditionnelle et prospérité. Donc à partir de la deuxième partie des années 80, l’UE a voté « POSEI (le programme d’options spécifiques à l’eloignement et l’insularité) » pour les «RUP (régions ultrapériphériques) », Guadeloupe y comprise. De plus, l’UE applique des pourcentages spéciaux de cofinancement des Fonds structurels et d’investigations de l’Europe aux RUP, et plusieurs activités basé de développements endogènes. Par conséquent, un développement économique guadeloupéen est visible sur plusieurs indicateurs,mais quelques crises sociaux se passent de manière intermittente en Guadeloupe et d’autres DOMs. On ne peut pas conclure qu’il suffise que les politiques européennes les dissipent.
