<p>This study examines Portland's Public Street Plaza Program (PSPP), focusing on the factors and spatial realities behind the rapid conversion of streets into plazas during the pandemic. Through literature review and field research, the study identified key factors: (1) pilot programs for assessing plaza suitability, (2) reversibility allowing roads to return to vehicle use, (3) easy-to-install and remove furniture, (4) a bottom-up process initiated by local residents and businesses, and (5) a clear division of roles between PBOT and local stakeholders. The plazas function as community hubs, but challenges remain in balancing public and commercial use, requiring ongoing efforts to address these issues.</p>

<p>In recent years, the utilization of public space has gained attention as a strategy for urban revitalization, highlighting the need for flexible, agile urban management. This study examines the institutional evolution in New York City from the temporary “Open Restaurant” system introduced during the COVID-19 pandemic to the permanent “Dining Out” program. Focusing on three programs―Sidewalk Café, Open Restaurant, and Dining Out―we analyzed official documents, literature, and citizen feedback from NYC311 and online platforms. The findings reveal that NYC responded rapidly to crisis conditions while continuously updating rules through participatory input. This case illustrates the effectiveness of agile urban management in unpredictable times and offers valuable insights for other cities facing similar challenges.</p>

<p>To promote the establishment of civic green spaces, it is important to establish effective management methods, such as maintenance and management by residents. However, it has become clear that there are challenges in securing manpower. This study was conducted to clarify effective measures for expanding management by residents focusing on Nerima Ward, where measures were implemented to increase the number of people responsible for the management, by interviewing local governments and maintenance organizations. it was found that, because of the municipality's broad-based recruitment efforts, new groups, mainly of the younger generation, began to participate with a variety of objectives. In addition, as the number of groups increased, the local government implemented support in an ingenious way despite manpower constraints.</p>

<p>Sasuke area in Kamakura City has a variety of non-residential buildings, even though this area is designated as a First- Class Low-Rise Residential Zone. These buildings often reflect the identity of their owners and the community, with a recent trend showing a rise in both their numbers and types of use. Despite the absence of district plans or regulations, Sasuke area hasn't experienced notable neighborhood troubles. This is likely due to owners managing their properties and operations as residents. In a First-Class Low-Rise Residential Zone, the building regulations typically require mixed-use residences for non-residential purposes, making the relationship between operators and the community crucial. This dynamic may contribute to balancing the charm of a quiet residential area with the diversity of uses.</p>

<p>Recently, population aging and the weakening of local communities in the suburbs is problems, and there is a demand for the establishment of community bases where local residents can participate in community activities. This study focuses on Musashishinjo area to clarify the process and factors behind the establishment of multiple community bases. Through interviews with the places and related groups, following conclusions were obtained. Their establishment involved collaboration from five key entities: land/building owners who envisioned creating communal spaces, operators seeking community engagement, architect adapting spaces for public use, proactive users driving activities, and supporters providing project management and funding. This cooperative effort led to the opening of multiple community bases, fostering regional community development.</p>
